Waited 17 weeks for unabridged birth certificate

My application was collected from Dirco office Pretoria on the 16th of
April as I have a copy of the register. It has now been 17 weeks and
i have not been able to locate this application any where, i have
contacted several home affairs offices in Gauteng, Natal and even Cape
Town and none of them are able to find anything on the system,i have
emailed various ministers of home affairs and consular offices and
only two officials and secretaries have responded but they too have
had no joy in tracing my application. It has become clear that my
application was lost in transit from Dirco Pretoria to home affairs
office.
My ticket back to South Africa expires on 31st August i have now had
to book my return for the 28th of August as i can not extend my ticket
again.
My father has paid over 700 euros to immigration for the temp
residence permit, and i have been waiting for a birth certificate that
was never going to arrive.
I have in the meantime been directed by my Alfred Brown from Dirco
office Pretoria to a lady by the name of Veronica Loving,who is the
Regional Coordinator of Home Affairs and Immigration Services,who
contacted me on the 26th of June via telephone , and who requested me
to re forward her my application via email so that she may personally
ensure that it reaches the relevant department as she also confirmed
that it is not appearing on the system, i have since then sent her 4x
emails and tried calling her several times at 0124064058 but there is
no reply and I am unable to leave a message as the voice messaging
system does not allow any voice messaging recording.
I have now subsequently resorted to sending my cousin an apostated
power of attorney which cost my father another 150 euros so that my
cousin can submit an application on my behalf in south africa. and
there he also needed to pay another R75 for the certificate but now i
still have to wait another 6 to 8 weeks starting from 2 July, and hope
that i receive it back to before i have to leave cyprus, once i leave,
my father will be left here unattended as there is no other family to
take care of him.
I find the services in south africa unacceptable, firstly i have been
defrauded for paying for two applications and i am no closer to
obtaining closure for this matter, one would think that applications
via consular offices would be considered as urgent. And considering
that my first application has been lost, that i would not have to once
again stand in line for another 6 to 8 weeks.
At this point i feel that i need to report this to the anti corruption
line and also take this to the media.
The person who collected my application was collected and delivered by
home affairs by a Mr Dikotsi Lonyana I have been trying to get in
touch with head office to find out who to hold accountable for
negligence, and incompetence and i would also like a refund of my R75
as someone is going to pocket this money for services not rendered,
but its not surprising that the phones just ring and emails do not get
answered.
I have emailed the following people and only got a response from Mr
Brown but he could not assist as he is in the consular office and the
application did leave their office.
