Visa debacle lessons

COMMENTATORS are treating the African National Congress (ANC) and Home
Affairs Minister Malusi Gigaba overpolitely over the visa
debacle.


But is that good enough when there is even a slight possibility the
government might learn something from it?


Here was a set of regulations that appeared out of the blue to be set
in stone; the consequences not unforeseen but clearly articulated;
defended by a closed-minded, arrogant ANC appointee, insulting anyone
who pointed out the damage they were causing with conspiracy theories
and blatantly calling them manipulating liars, while all the time one
of our only industries that was growing and creating employment was
bleeding.


We should know from whence the regulations arose and what research or
economic impact test was conducted (if any).


We should know if ANC ministers, hardly the brightest pins in the
sewing kit, are free to run policy without grownups monitoring and
directing it. From the goings-on at home affairs and the communication
ministry, it seems so.


Humiliation for Mr Gigaba, yes, but will future legislation and
regulations be tested against employment and development effect as
promised?
